Pueblo Merchant Patrol (Security Guard) Requirements

Eligibility Criteria

To work as a Merchant Patrol Officer (security guard) in the City of Pueblo, you must meet the conditions outlined in Pueblo Municipal Code §12‑4‑1 through §12‑4‑6, including:

• Age Requirement: Must be at least 18 years old
  
• Identification: Valid government-issued ID
  
• Employment: Must be employed by, or have an offer from, a licensed Merchant Patrol Agency in Pueblo
  
• Good Moral Character: No disqualifying criminal convictions
  
• No Revoked Licenses: Cannot have a previously revoked merchant patrol or similar security license
  

Required Documentation for Registration

Before receiving your Pueblo Merchant Patrol ID card, applicants must provide:

• Completed application form provided by the Pueblo Police Department
  
• Proof of employment with a licensed Merchant Patrol Agency
  
• Recent photograph meeting city ID card standards
  
• Fingerprint-based background check (local, state, and federal)

Conduct & Operational Requirements

• No Impersonation: Cannot represent yourself as a police officer or government official
  
• Use of Force Restrictions: Must comply with Colorado law and Pueblo use-of-force limitations
  
• Prohibited Acts:
  
  No carrying weapons unless specifically permitted by law
  No making arrests beyond legal authority
  No harassment, excessive force, or misconduct
  No use of lights/sirens resembling emergency vehicles

Application Process
